I have ME and i keep getting this message everytime i start up. "The IPHLPAPI.DLL file cannot start. Check file to determine problem". My laptop keeps also popping up random messages of a similar content to this. They are different every time. I also get a lot of messages about Explorer and IExplorer causing an error in KERNEL32.DLL. I have Norton Antivirus which is autoupdated every day when i'm online, and has not found any virus or trojan horses, i also have Norton Internet Security 2004 and the firewall stops any intrusions. What is wrong with my laptop? PLEASE help. Thanks. Alex.

Alex, I have the EXACT same problem as you do. I had some problems with spyware, so we bought Norton Internet Security. The IPHLPAPI.DLL problem started a little while after that. We've also had KERNEL32.DLL problems. I tried replacing IPHLPAPI, but it hasn't changed anything. We don't have Broadband, so the article posted below doesn't help at all.

I have Windows ME and have had this problem, what feels like, forever. I followed the steps that John posted and it completely fixed the problem. I haven't had the this error message since. Thanks a lot, John.

OK found the Internet Tools piece. Turned it off. Ran CWShreader, rand AdAware again, used SFC to change the IPHLPAPI.dll file and also reinstalled IE6 sp1. Still getting the error though. Any ideas?Beau

Like Paul I have replaced my IPHLPAPI file, but am still getting the error on startup.I have Win 98, and don't use AOL (Appears to be common with this error). I ran AdAware and deleted everything it found. Ran a Virus Scan and deleted the one file it located prior to replacing the IPHLPAPI file, but I'm still getting the error. I attempted to do the Add/Remove process described, but I can't find an "Internet Tools" program to remove (of course I could just be stupid and I missed it). Anyway, repaired IE6 and am still getting the error. Any suggestions on next step or where or how to find the "Internet Tools" piece I missed? Thanks, Beau

John's suggestion to repair IE using Internet Explorer SP1 and Internet Tools worked great for me! I no longer get "the IPHLPAPI.DLL file cannot start" error message when I start up.Thanks!

This works! Start Menu Settings Control Panel Add/Remove Programs locate Microsoft Internet Explorer 6 SP1 and Internet Tools, from the list of programs on your computer and double click on it. An option box will come up. Choose repair internet explorer. Once the repairs are complete you will have to reboot.

I have basically the same problem but it didn't start until I switched to Norton Internet security very recently.Have replaced the dll to no avail.
