Look up your laptop manual online or F-ing find it in your drawer, WHY DIDN'T YOU KEEP IT WHERE YOU COULD GET TO IT? Yea, you are soooo brilliant that you don't need to read the manual.
Then look for how to get into BIOS, then read the many, many posts about what the problem is and how to fix it.
Then do what the error says, CHECK THE F-ING CABLE!!! It's probably loose if it wasn't one of the other problems.
If your HD is dead and not spinning or CLANKING over and over, and EVERYTHING else is checked as per the posts, all I can say is HOW LONG DID YOU THINK THE THING WAS GOING TO LAST?

Go into the BIOS and turn off PXE option. The computer is trying to boot to a network and not the HHD or CD.

Same problem. The system does not even boot so chaecking bios etc. is of little comfort.

The laptop is not connected to anythiong: no external mouse, keyboard, or network. The laptop is a Compaq. It is a nice size so junking it is hard to do!

This is a message commonly encountered when the computer tries to boot up from a network. If you are not networked, go into your BIOS and remove this option from the boot sequence. If you ARE trying to boot from a network, this is an indication of failure to connect. Alternatively, in certain Dell computers this has indicated hard drive failure, or as a last resort, certain kinds of processor failure can cause this.

Check Jumper settings are correct, Make sure the drive is set to master and is on the IDE0 channel (Primary Channel)
