I have a Dell running Me with a similar problem. When I insert any CD into the drive or when I ask for properties of the drive with no CD in it, I get OE 0028 00000003. I also tried scanreg /restore and it did not fix the problem. Hoping someone has found a solution...-willie

I have got the same problem. I am running Windows ME. As I try to find a solution on the internet, I think the computer is missing 1 or 2 files (turbovbf.vxd and torbovcd.vxd). Do someone knows a solution?
