A few possibilities. I would start with the few I listed here then post back if none help.This is commonly caused by no establishing an internet connection before checking email. I am sure this is not the case but I thought that I would mention it.
Another is your video card. In Microsoft KBA #Q276727, it is mentioned that turning down your graphics acceleration or getting an updated video card driver can help.
Did you check for Happy99.exe? This sucker is STILL being distributed on the internet. I would have to say it has to rank up there in Trojans. Microsoft KBA #Q221486 discusses how to remove it. There is a removal tool somewhere out there on the Internet. The executable would display fireworks on your desktop if executed (as well as some naughtly stuff in the background). It affects the Winsock32.dll file.
