I had this problem repeatedly even after restoring the system to original "just out of the factoy" state / settings on Compaq computer running Windows 98 SE. Somewhere I read that over heating of the CPU could be the problem. I took 3 screws out of the back of the computer and slid the guts out.
I blasted the little fan on the CPU with air. This is not the bigger fan at the very back of the computer, but rather a smaller one nearer the front. Dust build up will cause heat build up on the CPU.
A MicroSoft article suggested that I uninstall the antivirus program that came with the machine. I did that also as a precaution,,, besides, Grisoft's antivirus is free (AVG) and works great.
As yet, I have had no more problems.
