I looked on the microsoft support site and it said something about
uninstalling IE. You can't actually uninstall it. I reverted back to 5 and then reinstalled the new version of IE 6. Still no luck. I ran AdAware and it didn't find anything strange. I took some startup stuff out from the /run/ from the registry and that didn't help. It pops up about every 5-10 mins and it doesn't matter what I'm using the computer for, even if it just sits.

Any suggestions? Thanks.

It also just froze in the middle of me running the system file checker and i had to reboot.
